Implementation mechanisms of the 2026 new Constitution of the Republic of Kazakhstan: from constitutional principles to effective legislative solutions

The article examines the tasks of legislative implementation of the new Constitution adopted on 15 March 2026. K.B. Safinov argues for the qualitative drafting of implementing laws rather than the formal reproduction of constitutional norms. Key topics: nationwide ownership of natural resources with public-oversight mechanisms; protection of property rights and a ban on retroactive changes to acquisition conditions; clarification of the scope of free medical, educational and legal aid; restoration of the constitutional priority of international treaties in defined areas; and the consolidation of around 270 statutes in line with the new constitutional structure.
